3.  Approve Minutes of the April 14, 2014 Committee Meeting.

            The Committee deferred consideration of the April 14, 2014 committee meeting minutes until the next regular BCPUD Board meeting.

4.   Draft Fiscal Year 2014-15 Budget; Community Mailer.

            Staff presented an overview of the fiscal year 2014-15 budget, which was revised to reflect the comments and suggestions of the Committee at the most recent Committee meeting.  Staff noted that the district made its final payment on the 1993 water system improvement loan in June, so this debt (more than $30,000 annually) will no longer be on the district’s books.  The Committee reviewed the budget on a line-by-line basis, as well as individual sub-budgets prepared by staff for the capital improvement projects planned for the upcoming fiscal year.  The Committee also reviewed revised reports on the projected change in the levels of the district’s outstanding debt and the amounts in the district’s reserve accounts as a result of the proposed budget.  Finally, the Committee devoted the remainder of the meeting to a review of the text of a community mailer prepared by staff to be mailed to all customers along with a copy of the proposed budget, which does not propose any increases to the annual service charges for the water, sewer or septic/drainage enterprises.
