MINUTES



1.   Call to Order.

    10:05 a.m.

2.   Roll

    Directors Amoroso, Kimball, Siedman and Smith present; director Bender absent.  Director Siedman presiding.

3.   Community Expression.

    None.

4.    Bidders Request for Relief – Pfister Excavating.

    Director Siedman stated that the Board will consider item 5 first, to be followed by consideration of item 4.

5.   Review and Consideration of Bids – Terrace Avenue Water Main Relocation Project. 

    Staff reported that the district received two bids from qualified bidders on August 1, 2012.  Although seven contractors attended the mandatory pre-bid meeting, only two submitted bids.  W.R. Forde submitted a bid for $396,648.00 and Pfister Excavating, Inc. submitted a bid for $308,378.00.  Subsequently, Pfister Excavating, Inc. submitted a request to be relieved of its bid.  Staff noted that the engineer’s estimate for the project is $246,860.00. Staff believes that a factor in the bidding process was the state requirement to install the project by December 31, 2012; staff therefore requested an extension of time to complete the project, which the state has granted.  Staff recommended that the Board reject all bids and direct staff to re-bid the project.  Discussion ensued about the project among the Board members, including a discussion of the micro-surfacing requirement in the County’s encroachment permit; director Bender joined the meeting by telephone at approximately 10:20 a.m.

    Director Siedman stated that in light of the Board’s decision to reject all bids, the request from Pfister Excavating is now moot.

    Director Smith suggested that staff explore with the district’s engineers whether it makes sense for the district to install a shut-off valve on the water main above Surfer’s Overlook.

6.  Approve Agreement for Geotechnical Engineering Consulting Services between BCPUD and Sanders Associates Geostructural Engineering, Inc. (“SAGE”) – Surfer’s Overlook Bluff Stabilization Project.

D. Smith/B. Kimball        all in favor        to approve the Agreement for Geotechnical Engineering Consulting Services between BCPUD and SAGE.
