Resolution No. 539
In Support of the West Marin Mosquito Control Coordinating Council
WHEREAS, the one-year agreement entered into by the Marin-Sonoma
Mosquito and Vector Control District (“MSMVCD”) and the Bolinas Community
Public Utility District (“BCPUD”), effective as of April 12, 2006 (the “Agreement”),
provides that mosquito prevention and control measures shall be employed
in those areas of West Marin annexed into the MSMVCD in 2004 only as follows:
”To work in partnership with the West Marin communities on education about
mosquito prevention and control;
”To work in partnership with the West Marin communities to provide information
on and support for physical prevention methods;
”To work in partnership with the West Marin communities in assisting them
with drainage and other standing water issues; and
”Only use two Bt’s – Vectobac and Vectolex -- in West Marin. In addition,
these Bt’s will be used as a last resort. The MCMVCD will only use the 8
Bt’s as noted in the attached document in West Marin. Two of these Bt’s are
OMRI-approved and will be given priority. The other 6 may be used if the
District deems necessary, with one exception: the District will only use
the OMRI- approved Bt’s near the organic farms.”
WHEREAS,
the only exception to this Agreement is if the MSMVCD, in conjunction with
the Marin County Public Health Officer and California Department of Health
Services-Vector Borne Disease Section declares a state of emergency,
WHEREAS, a new voluntary West Marin Mosquito Control Coordinating Council
(“WMMCCC” of the “Council”) comprised of representatives from West Marin
organizations, governmental agencies, special districts, and stake holders
from unincorporated areas was formed in 2006 to share mosquito prevention
and control information between local communities and the MCMVCD,
WHEREAS, this new Council has taken on the role prescribed in the above
Agreement:
NOW, THEREFORE, BE IT RESOLVED that the Board of
Directors of the BCPUD recognizes the important role of the WMMCCC and authorizes
the Council to work on its behalf to ensure that the community is informed
and engaged in mosquito prevention and control, that the Agreement is followed,
and that the Council secure an extension of the Agreement on behalf of West
Marin for a three-year period commencing on April 12, 2007.
IT IS HEREBY CERTIFIED that this resolution was duly introduced and adopted
by the Board of Directors of the Bolinas Community Public Utility District
this 15th day of November, 2006, by the following vote:
