Ratifying the Board of Director’s March 21, 2007 Approval of the BCPUD’s
Increased Quarterly Metered Water Delivery Charges and Amending Resolution
534.
WHEREAS, during the second half of 2006, the BCPUD Board
of Directors and staff conducted an extensive analysis of the district’s
overall water consumption and its existing quarterly metered water delivery
charges;
WHEREAS, among other things, the BCPUD Board and staff assessed patterns
of water consumption throughout the district, evaluated the metered water
delivery charges imposed by the BCPUD and other districts in Marin County
and concluded that the BCPUD charges significantly lower rates than other
districts, particularly at the highest consumption levels, for metered water
delivery;
WHEREAS, among other things, the BCPUD Board and staff determined that BCPUD
customers who use the least amount of water pay the most for that water compared
to other districts in Marin County; on the other hand, BCPUD customers
who use the most water pay far less than they would for the same amount of
water in other districts in Marin County.
WHEREAS, this analysis and the importance of encouraging water conservation
in the district were discussed at regularly scheduled and duly noticed meetings
of the BCPUD Board of Directors on September 20, 2006, October 18, 2006,
November 15, 2006 and December 20, 2006;
WHEREAS, to encourage water conservation at the highest consumption levels,
to bring the BCPUD into line with the metered water delivery charges imposed
by comparable districts, and to more equitably charge customers for metered
water delivery based on their actual rates of consumption, the BCPUD Board
of Directors voted on December 20, 2006 at a duly noticed regular meeting
to propose revising the BCPUD’s quarterly metered water delivery charges
as outlined above, subject to the district’s compliance with the Proposition
218 notification process;
WHEREAS, on February 2, 2007, the BCPUD mailed the attached notice to all
owners and tenants of properties served by BCPUD water connections
about the proposed changes to the quarterly metered water delivery charges
in compliance with the notification requirements of Proposition 218;
WHEREAS, on March 21, 2007 the BCPUD Board of Directors held a duly noticed
public hearing on the proposed changes to the quarterly metered water delivery
charges and voted to approve them effective April 1, 2007.
NOW, THEREFORE, BE IT RESOLVED by the BCPUD Board of Directors that its March
21, 2007 approval of the proposed changes to the quarterly metered water
delivery charges is hereby RATIFIED and Section 1(B) of Resolution 534 (setting
forth the quarterly metered water delivery charges) is hereby amended to
read as follows:
i. 100 – 1500 c.f.:
$1.00 per 100 c.f.
ii. 1600 – 2100 c.f.
$1.50 per 100 c.f.
iii. 2200 – 2800 c.f.
$2.50 per 100 c.f.
iv. 2900 – 4000 c.f.
$4.00 per 100 c.f.
v. 4100 – 7500 c.f.
$6.00 per 100 c.f.
vi. Over 7600 c.f.
$12.00 per 100 c.f.
IT IS HEREBY CERTIFIED that this resolution was duly introduced and adopted
by the Board of Directors of the Bolinas Community Public Utility District
on this 18th day of April 2007 by the following vote:
