Resolution No. 554
Ratifying the Board of Directors’ September 19, 2007 Adoption of the Tomales
Bay Watershed Council’s Integrated Coastal Watershed Management Plan.
WHEREAS, the voters in the State of California authorized
Proposition 50, the Water Security, Clean Drinking Water, Coastal and Beach
Protection Act, in November of 2002 and Proposition 84, the Safe Drinking
Water, Water Quality and Supply, Flood Control, River and Coastal Protection
Bond Act, in November of 2006; and
WHEREAS, the State Water Resources Control Board (“SWRCB”)
and the State Department of Water Resources (“DWR”) established an Integrated
Regional Watershed Management Program to appropriate, via a competitive grant
program, the authorized Proposition 50 and 84 funding to protect coastal
watersheds and wetlands, protect communities from drought, protect and improve
water quality, and improve local water security by reducing dependence on
imported water while encouraging water management on a regional level; and
WHEREAS, the Bolinas Community Public Utility District
(“BCPUD”) participated with the Tomales Bay Watershed Council and other local
water suppliers (the Inverness Public Utility District, the North Marin Water
District and the Marin Municipal Water District) in the development of an
Integrated Coastal Watershed Management Plan to assist the Tomales Bay Watershed
Region (which includes the Bolinas area) in participating in the Integrated
Regional Watershed Management Program; and
WHEREAS, the BCPUD supports the primary goals and objectives
of the planning process including, but not limited to, the cooperative development
of an Integrated Coastal Watershed Management Plan that addresses and proposes
solutions for, among other things, issues relating to water supply, water
quality, flood control, ecosystem and habitat protection, and impacts on
Areas of Special
Biological Significance (“ASBS”) and Critical Coastal Areas (“CCA”) in the
Tomales Bay Watershed Region.
WHEREAS, the BCPUD supports the overall goals and objective
outlined in the Integrated Coastal Watershed Management Plan for the Tomales
Bay Watershed Region and will continue to work with the Tomales Bay Watershed
Council and participate in future updates of this plan, especially as it
applies to securing implementation grant funding.
WHEREAS, on September 19, 2007, the BCPUD Board of Directors
held a duly noticed regular meeting and, by a unanimous vote of the Board
members present (Director Siedman was absent), the Board approved the district’s
adoption of the Tomales Bay Watershed Council’s Integrated Coastal Watershed
Management Plan.
NOW, THEREFORE, BE IT RESOLVED by the BCPUD Board of Directors
that its September 19, 2007 adoption of the Tomales Bay Watershed Council’s
Integrated Coastal Watershed Management Plan is hereby RATIFIED.
IT IS HEREBY CERTIFIED that this resolution was duly introduced
and adopted by the Board of Directors of the Bolinas Community Public Utility
District on this 17th day of October, 2007 by the following vote:
