In November, 1971, the BCPUD Board of Directors declared a Water Shortage Emergency Condition, pursuant to the California Water Code, and enacted a moratorium on new connections to the municipal water supply. That moratorium is still in effect and should be taken into consideration when contemplating the purchase of undeveloped real estate.
